Xcel Energy has asked the Colorado Public Utility Commission (PUC) for permission to dramatically expand its electric generating resources as part of a plan to replace output from its coal-fired power plants and meet new demand from data centers. Unfortunately, Xcel’s latest proposal has metastasized into an unrecognizable Frankenstein that threatens large rate increases for Coloradans if approved. It is a monster! Xcel’s plan includes proposals to bill consumers for two new slush funds that allow Xcel to spend an unknown – but massive – amount of ratepayer dollars. These bloated funds would give Xcel an uncapped budget to experiment with unproven and costly technologies like nuclear and carbon capture, as well as new gas equipment that it actually may never use. PUC approval of these funds also would likely result in a significant build-out of new gas plants that will emit hundreds of millions of tons of greenhouse gases and hazardous air pollutants, precisely at a time when Colorado is trying to cut both.
